Pemangkasan THR Tidak untuk Semua Golongan PNS, Apa Benar?

JAKARTA, KOMPAS.com - Menteri Keuangan Sri Mulyani Indrawati memastikan telah mengalokasikan anggaran Tunjangan Hari Raya ( THR) Pegawai Negeri Sipil (PNS).
Usai melakukan rapat terbatas dengan Presiden Joko Widodo, Bendahara Negara itu menjelaskan anggaran THR bagi bagi Aparatur Sipil Negara (ASN) seperti PNS, TNI, dan Kepolisian sudah tersedia di Anggaran Pendapatan dan Belanja Negara (APBN) 2020. 

Dalam artian, pemberian THR tetap berlangsung sesuai mekanisme awal.
"Gaji ke-13 dan THR kami sudah mengusulkan kepada Presiden, yang nanti akan diputuskan di sidang kabinet. Perhitungannya untuk ASN, TNI, Polri yang terutama kelompok yang pelaksana golongan I, II dan III terutama untuk ASN, TNI, Polri, THR dalam hal ini sudah disediakan," jelas Sri Mulyani dalam video conference, Selasa (7/4/2020). 

Namun demikian, untuk kepastian pencairan THR kepada menteri dan pejabat eselon I dan II serta anggota DPR masih menunggu keputusan Presiden Joko Widodo (Jokowi).

 Sebab, masih butuh waktu untuk memfinalisasi kebijakan THR kepada pejabat negara.
"Untuk pejabat negara nanti Bapak Presiden akan menetapkan, seperti menteri, DPR dan para pejabat termasuk eselon I dan eselon II. Jadi dalam hal ini kami akan menyampaikan kepada Presiden, Presiden meminta kalkulasinya difinalkan agar nanti diputuskan dalam sidang kabinet minggu-minggu ke depan," ujar dia. 

Sebelumnya, Sri Mulyani sempat mengatakan, Presiden Joko Widodo tengah melakukan beberapa pertimbangan terkait pembayaran gaji ke-13dan tunjangan hari raya (THR) untuk aparatur sipil negara (ASN) atau PNS di tengah pandemik virus corona (Covid-19). 

Dalam paparannya ketika melakukan rapat kerja dengan Komisi XI DPR RI, Senin (6/4/2020), Sri Mulyani mengatakan, pertimbangan pembayaran gaji ke-13 tersebut terkait dengan belanja pemerintah yang mengalami tekanan. Sebab, pemerintah secara jor-joran menggelontorkan insentif kepada dunia usaha serta bantuan sosial untuk meredam dampak virus corona. 

Selain itu, penerimaan negara juga diproyeksi bakal mengalami kontraksi akibat kegiatan ekonomi yang mengalami penurunan di tengah pandemik virus corona. "Kami bersama Presiden Joko Widodo meminta kajian untuk pembayaran THR dan gaji ke-13 apakah perlu dipertimbangkan lagi mengingat beban negara yang meningkat," ujar Sri Mulyani dalam video conference.
