Kemendikbud Hapus Aturan NUPTK dalam Dana Bos untuk Honorer

REPUBLIKA.CO.ID, JAKARTA -- Kementerian Pendidikan dan Kebudayaan (Kemendikbud) melakukan penyesuaian terhadap kebijakan penggunaan Bantuan Operasional Sekolah (BOS) Reguler. Menteri Pendidikan dan Kebudayaan (Mendikbud) Nadiem Anwar Makarim mengatakan, kebijakan ini ditetapkan untuk mendukung pelaksanaan pembelajaran dari rumah sebagai akibat dari meningkatnya dampak penyebaran Coronavirus Disease (Covid-19).

Penyesuaian pertama adalah dana BOS bisa digunakan untuk membayar guru honorer tanpa Nomor Unik Pendidik dan Tenaga Kependidikan (NUPTK). Namun, guru honorer yang mendapatkan honor dari dana BOS harus tetap tercatat dalam dapodik per 31 Desember 2019.

"Jadi tidak bisa digunakan untuk guru honorer baru yang belum tercatat di dapodik," kata Nadiem, dalam konferensi pers daring, Rabu (15/4).

Dia menegaskan, walaupun peraturan NUPTK dilepaskan sementara, namun dana BOS harus diberikan kepada guru yang belum mendapatkan tunjangan profesi. Selain itu, guru yang bersangkutan juga harus telah memenuhi beban mengajar.

"Jangan lupa mengajar di rumah itu dihitung sebagai beban mengajar," kata Nadiem.
Kebijakan ini dikeluarkan Nadiem dengan harapan dapat membantu perekonomian para guru di tengah wabah Covid-19. Kemendikbud juga memberikan kebebasan terkait persentase penggunaan dana BOS. Selama masa darurat Covid-19, pembatasan maksimal 50 persen ditiadakan.

Menurut dia, kepala sekolah saat ini diberi kebebasan secara penuh menggunakan dana BOS tanpa persentase. "Jadi tidak ada lagi pembatasan maksimal 50 persen. Jadi lebih banyak memberikan kebebasan kepala sekolah yang lebih banyak membantu sisi ekonomi guru kita," kata dia lagi.
